On March 28th, official website, the Emergency Management Department of Jiangsu Province, published the Investigation Report on the Collapse Accident of the Auxiliary Room of the Four Seasons Kaiyuan Hotel in Wujiang District, Suzhou.
On the same day, the website of the Supervision Committee of the Jiangsu Provincial Commission for Discipline Inspection released the accountability situation, and 25 public officials were dealt with. Among them, informed criticism was given to Li Ming, secretary of Wujiang District Party Committee (deputy office) and Wang Guorong, district head (deputy office).
Four Seasons Kaiyuan Hotel Accident Rescue Site
On July 12, 2021, the auxiliary building of Suzhou Four Seasons Open Source Catering Management Service Co., Ltd., located in Wujiang District, Suzhou, collapsed, causing 17 deaths and 5 injuries, and the direct economic loss was about 26.15 million yuan.
After investigation, this is a major production safety liability accident caused by the illegal decoration and barbaric construction of the hotel involved without the construction permit. Behind the accident, there are collusion and corruption problems between the hotel owner and public officials of relevant local functional departments.
Four Seasons Open Source Hotel was established in March 2020, with Wang Anxin as the legal representative, Wang Anshi as the investor and actual controller. At the same address and place, Suzhou Junyuan Catering Management Co., Ltd., the legal representative and the actual controller Wang Anshi are registered.
In May 2021, Four Seasons Open Source Hotel plans to transform all the rooms on the first floor of the accident building into dining boxes. In June, Wang Angun introduced Li Bo, the legal representative of Caicai Construction Company, and his wife Ding Ping to Wang Anshi, and then signed the Decoration Project Contract. On July 11, Ding Ping continued to demand the removal of the remaining parts of the longitudinal walls on both sides of the corridor after the wall demolition workers raised objections. On July 12, the accident happened.
It is worth mentioning that just five hours before the accident, that is, at about 10 am on July 12, the local street comprehensive administrative law enforcement officers arrived at the Four Seasons Kaiyuan Hotel to deal with the problem of construction noise reflected by the masses. The staff asked the constructors not to use electric hammers in the morning, and construction was prohibited at night.
After the accident, seven responsible persons were transferred to prosecution according to law. Among them, Wang Anshi, the actual controller of Four Seasons Open Source Hotel, Ding Ping, the person in charge of decoration construction site management, and Li Bo, the legal representative of Caicai Construction Company, are all suspected of constituting accident crimes and have been taken criminal compulsory measures.
In addition, the investigation team also found that Suzhou City, Wujiang District, Wujiang East Taihu Eco-tourism Resort, Songling Street, as well as the Municipal Housing and Construction Bureau, Wujiang District Public Security Department, District Urban Management Bureau, etc. had problems such as oversight of loopholes in construction management.
Jiangsu provincial party committee ordered the Suzhou Municipal Party Committee and the Municipal Government to conduct a profound review, and the discipline inspection and supervision organs of Jiangsu Province held 25 public officials accountable according to the rules and regulations according to the cadre management authority.
Among them, Li Ming, secretary of Wujiang District Committee, Wang Guorong informed criticism, deputy secretary of Wujiang District Committee, and Zhu Jianwen, former deputy head of Wujiang District, were given greater punishment; Yang Fumin, the former head of the Housing Safety Appraisal Section of Wujiang District Real Estate Management Office, was transferred to the judicial organs on suspicion of forging official documents of state organs and accepting bribes; Song Kunfa, the former captain of the Public Security Management Brigade of Wujiang District Public Security Bureau, was transferred to the judicial organs on suspicion of accepting bribes. Other relevant responsible persons are also dealt with accordingly.

1. Zhao Fenqiang, deputy director of Songling Sub-district Office in Wujiang District, was given disciplinary action and dismissal for government affairs.
2. Shen Yuehua, deputy secretary of the Party Working Committee of Songling Street, Wujiang District, and director of the office, was given disciplinary action and dismissal for government affairs.
3. Hua Lei, secretary of the Party Working Committee of Songling Street, Wujiang District, gave the party a serious warning.
4. Shen Jianhua, deputy director of the management committee of Wujiang East Taihu Eco-tourism Resort (Taihu New Town), was given a demerit for government affairs.
5. Chen Qi, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Wujiang East Taihu Eco-tourism Resort (Taihu New Town), gave a demerit to the government.
6. Qiu Quanming, secretary of the Party Working Committee of Wujiang East Taihu Eco-tourism Resort (Taihu New City), was given a warning within the party.
7. Zhu Jianwen, the former deputy head of Wujiang District (currently the deputy director of the Standing Committee of Wujiang District People’s Congress and a member of the Party Group), was given disciplinary action for gross demerits in government affairs.
8. Wang Guorong, deputy secretary and district head of Wujiang District Committee (deputy office post), was awarded to informed criticism.
9. Li Ming, secretary of Wujiang District Party Committee (deputy office), was awarded to informed criticism.
(2) Department of Housing and Urban-Rural Development (9 persons)
10. Lu Shichun, secretary and director of the Party branch of the Construction Management Office of Songling Sub-district Office in Wujiang District, was given the punishment of revoking his post within the Party and removing him from his post in government affairs.
11. Yang Fumin, former chief of the Housing Safety Appraisal Section of Wujiang District Real Estate Management Office (now a staff member of Wujiang District Real Estate Management Office), was dismissed from public office and transferred to judicial organs.
12. Chen Xiaohua, former director of Wujiang Urban and Rural Planning Management Office and director of Wujiang Urban Planning Information Center, is currently the director of the Construction Bureau of Wujiang East Taihu Eco-tourism Resort (Taihu New Town), and has been given disciplinary sanctions and dismissal for government affairs.
13. Shen Xuan, former deputy director of Wujiang District Housing and Urban-Rural Development Bureau and director of the real estate management office (now the second-level director of Wujiang District Housing and Urban-Rural Development Bureau), was given probation for one year and dismissed from government affairs, and was reduced to the second-level clerk.
14. Weng Hongfang, member of the Party Committee of Wujiang District Housing and Urban-Rural Development Bureau and director of the housing collection office of the district government, was given disciplinary action and dismissal for government affairs.
15. Ling Juming, deputy director of Wujiang District Housing and Urban-Rural Development Bureau, was given a serious warning and dismissal within the party.
16. Sang Xiaojian, former director of the Housing and Urban-Rural Development Bureau of Wujiang District, suggested that he should be removed from his post within the party and removed from his post in government affairs. Since he was sentenced in 2018 for accepting bribes, he will not be held accountable.
17. Chen Yuwei, secretary and director of the Party Committee of Wujiang District Housing and Urban-Rural Development Bureau, gave a serious warning within the party.

20. Zhou Xiaozhong, the captain of the Public Security Management Brigade of Wujiang District Public Security Bureau, gave greater punishment to government affairs.
21. Xu Yuerong, former member of the Party Committee and deputy director of Wujiang District Public Security Bureau (now Wujiang District Public Security Bureau enjoys the official treatment), was given the punishment of staying in the party for one year and being dismissed from government affairs, and was reduced from a four-level senior police sergeant to a second-class police officer, and from enjoying the official treatment to a second-class police officer.
